Add options for sorting ARC Requests

It would be great to have the option to sort the ARC Requests list view by either submission_date or tatus_last_changed_date.

Daniel Westendorf: Most often, we want to view the ARC Requests based on the most recently submitted Request. But sometimes, we want to view the most recently modified Requests first.
