As an HOA owner, I should be able to start an email message thread to the Association without opening the owner portal.
AC:
  1. Email a static email address associated with the association
  2. Given my email goes to a static email address, when the email is associated with an owner account, then my email thread is created in my owner portal, associated with my account, and notification is sent to account team members as happens today.
