Sometimes violation suggestions are created residents, and the suggestion doesn't warrant the creation of an official violation notice. A way to show that the violation suggestion has been reviewed/closed instead of "unresolved" would be helpful.

When responding to a suggested violation, you have three options:
- Convert the suggestion to a violation
- Pin as a note on the property
- Destroy the suggestion
Option 2 is intended to handle the case where a suggestion has some grounds for investigation, but not quite enough to warrant a violation.
Option 3 is designed for completely invalid suggestions.
We feel these two options are valid to cover most uses cases, but we're open to hearing more about how they might not.
